Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบความคิดเห็นของข้าราชการครูต่อการบริหารโดยยึดโรงเรียนเป็นฐานในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา จังหวัดยโสธร กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ คือ ข้าราชการครู จำนวน 287 คน แยกเป็น ผู้บริหารโรงเรียน จำนวน 50 คน ครูสายปฏิบัติการสอน จำนวน 237 คน ซึ่งได้มาโดยการสุ่มแบบง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t และการวิเคราะห์ความแปรปรวน ผลการวิจัย พบว่า 1. ข้าราชการครูมีความคิดเห็นต่อการบริหารโดยยึดโรงเรียนเป็นฐาน โรงเรียนมัธยมศึกษา จังหวัดยโสธร โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า มีการดำเนินการด้านวิชาการ ด้านการบริหารงานทั่วไปอยู่ในระดับมาก ด้านการบริหารงบประมาณ และด้านการบริหารบุคคลอยู่ในระดับปานกลาง 2. ข้าราชการครูที่มีตำแหน่งต่างกัน มีความคิดเห็นต่อการบริหารการศึกษา โดยยึดโรงเรียนเป็นฐานด้านวิชาการ ด้านการบริหารงบประมาณ ด้านการบริหารงานบุคคล และด้านการบริหารงานทั่วไป แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 3. ข้าราชการครูที่มีวุฒิการศึกษาต่างกัน มีความคิดเห็นเห็นต่อการบริหารการศึกษา โดยยึดโรงเรียนเป็นฐานด้านวิชาการ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วน ด้านการบริหารงบประมาณ ด้านการบริหารงานทั่วไป แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านการบริหารงานบุคคลไม่แตกต่างกัน 4. ข้าราชการครูที่มีประสบการณ์ต่างกัน มีความคิดเห็นเห็นต่อการบริหารการศึกษา โดยยึดโรงเรียนเป็นฐาน ด้านการบริหารงานบุคคล แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านการบริหารงบประมาณ ด้านการบริหารงานทั่วไป แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนด้านวิชาการไม่แตกต่างกัน 5. ข้าราชการครูที่ปฏิบัติหน้าที่ในโรงเรียนที่มีขนาดต่างกัน มีความคิดเห็นต่อการบริหารโดยยึดโรงเรียนเป็นฐาน โดยภาพรวมและรายด้านทุกด้านไม่แตกต่างกัน The purposes of this research were to investigate and compare the opinions of teachers and administrators at schools under the jurisdiction of the Department of General Education, Yasothon Province, regarding the school-based management as they were classified by positions, educational level, working experience, and school sizes. The sample group consisted of 50 school administrators and 237 instructors selected by means of the simple random sampling. The research instrument employed in the data collecting was a five-level Likert Scale questionnaire, which was proved to have the reliability value for the whole questionnaire at .98. The statistic procedures used to analyzed the data included percentage, arithmetic mean, standard deviation, t-test, and analysis of variance. The research findings were as follows: 1. The teachers favored the overall school-based management into consideration, they found that the school-base management in the academic aspect and the general administration was at a high level, but in the budget management and the personal aspects it was found to be at a moderate level. 2. The teachers who had different positions had significantly different opinions at the level of .01, regarding the overall school-based management and the individual aspects of academic work, budget management, personal, and general administration. 3. The teachers who had different educational levels had significantly different opinion about the overall school-based management and the aspect of academic work at the level of .01 and the aspects of budget management and general administration at the level of .05, while there was no significant difference in their opinion in the aspect of personal. 4. The teachers who had different working experiences had significantly different opinion about the overall school-based management and the aspect of personal at the level of .05, and the aspects of budget management and general administration at the level of .01, while no significant difference in their opinion was found in the aspect of academic work. 5. There was no significant difference in the opinion of teachers who were at schools of different size regarding the overall school-based management.
